1. Without prejudice to the NDF’s powers, the Bank shall have the powers necessary to achieve its objectives as provided for by relevant laws, including the following: a) Lending and other forms of financing for SMEs. b) Borrowing and other forms of indebtedness, including the issuance of sukuk, bonds, and other debt and financing instruments, in agreement with the National Debt Management Center and the NDF. c) Issuing guarantees to financing entities pursuant to controls set by the Board. d) Concluding contracts and agreements with financing entities to provide financing for SMEs. e) Accepting liens and other guarantees. Law of Small and Medium Enterprises Bank f) Making investments, and owning and disposing of assets and real estate. g) Building partnerships with local and international entities to achieve its objectives. h) Providing training and financial, economic, and technical consultation. i) Organizing forums, seminars, and workshops. j) Conducting research and studies in coordination with relevant entities. k) Funding centers specialized in financing innovation, entrepreneurship, and the capacity building of SMEs as well as related training programs, in universities, academies, and institutes, in accordance with applicable statutory procedures, and in coordination with relevant agencies. l) Offering specialized training programs in the fields referred to in paragraph (1)(k) of this Article to contribute to the training and development of national capacities. m) Carrying out any activity or task or providing any Board-approved products, in line with its objectives. 2. The Bank’s direct and indirect liabilities may not exceed the value of its assets. As an exception, its liabilities may exceed said value in accordance with controls to be proposed by the Bank and approved by the NDF's Board of Directors.
