The competent department shall record the trademark in the Register provided
for in Article 3 of this Law after the decision accepting the registration of the
trademark becomes final or when a judgment to this effect is rendered by the
Board of Grievances. The registration shall be in accordance with the
procedures and conditions specified in the Implementing Regulations.
