9. Notices of Arrival, Movement, or Departure Shipping agents shall notify the port administration via the (Fasah) platform of a ship’s arrival, movement, or departure time at least 48 hours in advance. Ships carrying dangerous goods require at least 72-hour notice in advance, and those carrying IMDG Code Class 1 or 7 Operating Regulation dangerous goods require 7-day notice in advance as per the amended version of the International Maritime Dangerous Goods Code (IMDG-CODE). 10. Serving Ships 1. Ships shall be served upon arrival in general and on first-come first-served basis. 2. Departing ships shall be generally served according to the order of departure request. 3. Regardless of Paragraphs (1) and (2), the port administration may, when it deems necessary, determine the priority of entry, departure, or movement of any ship, based on the operational needs. 4. In emergency situations, ships’ berthing priority is as follows: 4.1 Passengers or pilgrim ships. 4.2 Livestock carriers. 4.3 Container ships. 4.4 Ships carrying essential or perishable foodstuffs. 4.5 Ships carrying frozen cargo. 4.6 Any other ships deemed a high priority by the port administration. 11. Flying National Flags 1. The captain of each ship entering or leaving the port between sunrise and sunset shall fly the flag of the state in which the ship is registered. 2. The ship shall fly KSA flag, while being within the port. 12. Signals and Permits 1. The captain of each ship, arriving from foreign ports, requiring health, customs, or other permits and approvals, shall: 1.1 display maritime signals in accordance with the International Code of Signals (ICS), until the necessary permit is issued after inspection; 1.2 display the necessary maritime signals upon request and boarding of the maritime pilot; 1.3 display the necessary maritime signals during bunkering; and 1.4 display the necessary maritime signals for ships carrying dangerous goods. 2. Paragraph (1) set forth in this Clause shall not apply to the entry of government ships, warships, or the port authority’s ships. 3. Passengers shall not embark or disembark any ship coming from a foreign port until the ship’s procedures are completed, including health control, border guard, and customs, and the necessary signals to this effect are displayed.
