The Minister, or his designee, may issue exemptions from the
requirements set forth in Article 5(2) and (5) of these Regulations,
pursuant to the following considerations:
Needs of the tourism sector in the area or tourist destination
targeted in the license;
Size and expected contribution of the project vis-à-vis the
quality of the tourist services provided, or the provision of job
opportunities for Saudis; and
Any other considerations approved by a decision of the Minister.
