Without prejudice to relevant statutory provisions, the Center shall, based on
objective and fair principles, determine the amount of liability to be borne by the
service provider or waste producer for the damages resulting from their waste
management activities and shall take the legal procedures necessary for the
approval of the same by the Minister, in accordance with the Regulations.
