Without prejudice to any harsher penalty stipulated in any other law, any person
who stores, incinerates, treats, dumps in water, or disposes of waste in a
manner that poses a risk to public health or harms the environment shall be
subject to imprisonment for a term not exceeding 10 years and a fine not
exceeding 30 million riyals, or to either penalty.
