The Real Estate and Municipal Agency shall have the authority to enter into and be bound by contracts, and shall have the power to initiate or participate in activities with private, public, non-governmental and other entities as may be reasonable or necessary for the efficient design, development, construction, and maintenance of the land and real estate of the Economic Cities. Such activities may include, but are not limited to, revenue sharing schemes or arrangements, partnerships or other ventures. Such arrangements shall not be exempted from any competitive market rules in the ECs.
