The Real Estate and Municipal Agency, through the ECA, shall have the ability to acquire, own, hold, develop and dispose of property, both real and personal. The property of the ECA and its Real Estate and Municipal Agency shall be exempt from attachment, execution or process in bankruptcy, whether in the possession of the ECA, a licensee or outsource contractor.
