Easements, including public, private, affirmative, negative, appurtenant and in gross, shall
be permitted in the Economic Cities. No easements shall be allowed to arise by prescription
or implication, except as specified within these Regulations, or any Real Estate and Municipal
Agency Rules, Policy Statements, Executive Orders, or Manuals.
