a. A caveat or lien shall prevent the registration of any instrument affecting the property or interests designated by the lien or caveat to the extent of any restrictions stated in the lien or caveat, and until such caveat or lien is withdrawn, removed or cancelled, or the caveat or lien is modified to eliminate the respective restriction.
