1. The gravity, circumstances, and effects of an offense or violation shall be taken into consideration upon determining its penalty. 2. If an offense is repeated, the penalties stipulated in Articles 260 and 261 of Companies Law this Law shall be doubled. Under this Law, a repeat offender is any person who commits the same offense for which a final judgment or decision is issued within three years from the date of issuance of such judgment or decision.
