1. The emergency situations referred to in Article 8 of this Law shall mean any
incident which occurs beyond the reasonable control of the transmission or
distribution licensee and which results in a partial or complete power outage,
whether due to technical reasons or otherwise.
2. The duration of a power outage must not exceed the period specified in the
regulations.
