The Minister, or his designee, may, pursuant to his decision, issue
exemptions from the requirements set forth in Articles 6 and 14 of
these Regulations, in accordance with the following considerations:
Needs of the tourism sector in the area or tourist destination
targeted in the license;
Size and expected contribution of the project vis-à-vis the
quality of the tourist services provided, or the creation of job
opportunities for Saudis, or increase of the number of units in
the targeted area or tourist destination; and
Any other considerations approved by a decision of the Minister.
