The Minister or his designee may:
1. Obligate owners to register and number their animal resources or animal wildlife
organisms, as determined by the Ministry;
2. Prohibit the circulation or transfer of animal resources or animal wildlife organisms
that have not been registered or numbered; and
3. Obligate importers to number imported animal resources and animal wildlife
organisms.
