Preliminary criminal investigation officers shall, each within their jurisdiction, receive reports and complaints with respect to all crimes. Said officers and their subordinates shall review such reports and complaints; include relevant information in a report signed by them; summarize and date the same in a special register; and promptly notify the Bureau of Investigation and Public Prosecution. The preliminary criminal investigation officer shall move to the crime scene to maintain its integrity and seize all that may be relevant to the crime, preserve evidence, and take necessary action. He shall record procedures carried out in a special report signed by him and his assistants.
