In consideration of cases, the following may be undertaken, pursuant to a decision by the Administrative Judicial Council: 1. The circuit may assign a judge to prepare the case for arguments in accordance with the following: a) Upon completion of preparations, the judge shall prepare a report on the case stating the facts and matters raised, after which a session shall be scheduled for consideration of the case. b) The judge may require the litigants to submit supplemental briefs and documents, summon concerned parties for questioning on facts requiring verification, allow and permit the intervention of any eligible litigants, and other actions deemed necessary for preparation of the case. 2. Exchange of briefs between litigants through a competent staff member of the court.
