Subject to the provisions of Article 11 of this Law, circuit sessions shall only be
valid if attended by all circuit judges, and the prosecution in disciplinary actions.
If the judicial panel is incomplete, the Chairman of the Administrative Judicial
Council may assign judges, from among the judges, to complete the panel for
a period not exceeding 60 days, and he may delegate the Chief Judge for such
purpose.
