Without prejudice to the provisions of Article 8(5) of this Law, filing a case shall
not result in a stay of enforcement of the decision sought to be annulled.
However, the court may, upon request, order a stay of enforcement of said
decision if it believes that said enforcement would result in irreversible
consequences.
