The secretary of the circuit shall write the minutes of the hearing under the
supervision of the chairman of the hearing, and he shall state the names of
attending judges, the time and place of the hearing, attending litigants, and all
actions taken therein. The minutes shall be signed by the circuit judges, the
secretary, and litigants.
