121. Applicability Safety standards of transporting, handling, and operating LPG ships are applicable to all gas ships and the port’s wharfs where these ships moor. 122. General Responsibility of the Licensee Service Provider In Relation to Operations Involving LPG 1. The service provider is responsible for overseeing and managing the unloading of LPG carriers and may delegate this task to the LPG operations supervisor. 2. The LPG loading/unloading supervisor shall coordinate with the tanks manager, at all times, to agree on all operational processes. 3. It is essential to ensure that maritime crafts connecting the loading/unloading hoses are securely linked to onshore hoses, and relevant staff are ready. 123. Checking the LPG Ship before Reaching the Port’s Wharf 1. Before reaching the dock, the captain of the ship shall check and inspect the ship’s loading system and transporting equipment. Operating Regulation 2. The inspection stated in Paragraph (1) includes, or is applicable to, the following: 2.1 Inspection of the valves that operate remotely through a fully open/closed circuit to ensure proper workflow and to affirm proper closing times. 2.2 Proper operation of the gas detector analyzer. 2.3 Operation of emergency system to transport cargo from all locations to ensure proper operation of all alarm devices and related closure process. 2.4 Operation of high-level tanks and closure of valves. 2.5 High-pressure and low-pressure tanks alarm systems and closure process. 3. Before entering the port, the captain of the ship shall: 3.1 ensure that the Seaworthiness Certificate is valid. 3.2 ensure that the ship’s navigation and propulsion equipment works in full capacity. 124. Pre-Loading Procedures Upon safe mooring and before cargo handling begins: 1. The LPG berth service provider shall ensure that all procedures related to the loading process are correct and meet the safety requirements. 2. No person may embark the ship until the it is safely moored. 3. The LPG berth service provider shall provide an additional emergency access point to the ship, and all personnel must be aware of its purpose. 4. The LPG berth service provider shall provide a space to prepare a ship passageway and allow easy and safe access thereto. 5. The LPG berth service provider shall inspect onshore pipes to check, clean, and disinfect any visible damage, when necessary. 6. The LPG berth service provider shall, where required, hold a meeting with the captain of the ship and the port administration before unloading. 7. A communication line between the ship and the LPG berth service provider shall be established to ensure that all the right procedures are taken in emergencies on board or ashore. 125. Information on the Products to be Handled The products shall include the following information: 1. Cargo loading plan. 2. A full description of the physical and chemical specifications required for cargo safe containment. 3. Procedures to be taken in cases of spilling or leakage.
