104. Port Administration Approval No person or loading/unloading service provider may handle petroleum products in any form, unless the same is approved by the port administration, in accordance with the requirements stipulated in this Regulation. 105. Applicability 1. The provisions of Article 23 shall apply to all ships capable of loading or unloading flammable liquids in large quantities. 2. Warships equipped with ammunition stores and appropriate safety equipment shall be exempted from these provisions, provided that the following procedures are taken: Operating Regulation 2.1 Captain of the ship shall inform the port administration before any loading or unloading of flammable or explosive liquids. 2.2 A copy of this Regulation shall be delivered to the captain of the ship, as a best practice to be observed. 3. This Regulation shall not apply to petroleum products used as bunker fuel. 106. Arrival Notification 1. The agent of the ship carrying flammable liquid materials shall send written details to the port administration about these flammable liquids at least (48 hours) before the ship’s arrival at the port, including the flash point (as needed), water vapor pressure, and the maximum limit reached by the ship's draught. 2. The captain or agent of the ship transporting flammable liquids in large quantities and intending to sail to another port on the same voyage must clarify, at least (48 hours) before the ship’s arrival, whether or not the empty tanks or the ballast water tanks are free of gas. 107. Inspection Certificate The captain of each tanker shall ensure the possession of a valid inspection certificate, issued by the maritime operations and safety department of the flag state or a recognized classification entity, for the carriage of any flammable liquid with a flash point not exceeding 61°C. 2. The port administration may prevent any ship, which does not possess such a certificate, from handling flammable liquids in the port. 108. Distance between Ships at Wharfs A safe distance between the flammable liquid tanker and other ships anchored at the port shall be maintained to prevent any damage or fire. 109. The Restricted Area 1. The onshore or offshore areas near any flammable liquid tanker are considered restricted areas, and no one may enter these areas without permission. 2. During the loading and unloading of flammable liquid tankers, the port's wharf area shall be encircled, and a notice bearing the phrase "Restricted Area" shall be prominently displayed. 110. Ship’s Fulfillment of all Safety and Security Requirements upon Handling the Flammable Liquids The captain of the ship, which handles flammable liquids, shall, at all times, provide the following: 1. A specialized crew to operate fire pumps or other firefighting and extinguishing equipment; 2. A qualified crew that is ready to leave the wharf immediately, if necessary, for safety reasons; and 3. Crew members assigned to: prevent anyone from smoking;
