96. Dangerous Goods Ships 1. Dangerous goods shall be transported on ships specifically designed for these goods. Limited quantities of dangerous goods may be transported on ships not designed for this purpose, provided that these ships comply with IMO recommendations. 2. Cargo shall be stowed according to the International Maritime Classification, and dangerous goods shall be delivered directly, ensuring the availability of adequate and suitable transportation, without interim storage at the port. 97. Dangerous Goods Categories and Classification Captain of the ship or agent of the ship shall ensure that the cargo is properly classified and marked with special marks, and that this is recorded in the classification documents. 98. Dangerous Goods Transporting, Storing and Packaging 1. The port administration has the right to obtain sufficient and clear information regarding dangerous goods, including details regarding type of transportation and materials, and has the right to request any additional information before loading. 2. The port administration or its authorized representative shall be responsible for transporting and storing such cargo within the port (provided that such storage is allowed). The agent of the ship, cargo owner, or the registered owner shall ensure the direct receipt of these cargo and materials. 3. If the storage of such cargo endangers human lives, property, or environment, the port administration may remove, or order removing, such cargo immediately. 4. No security-restricted chemicals may be stored in residential areas and outlets. Only the permitted quantities may be stored in the licensed warehouses of chemical and explosive substances, in accordance with the instructions regulating the storage of each substance. Operating Regulation 99. Handling Dangerous Goods and Octyl Compounds Containers The handling of such cargo shall be carried out in accordance with specific rules and instructions related to safety, security, and protection of the environment, as well as the procedures required to ensure safety of such cargo during the handling. 100. Shipping Agent Duties: The shipping agent shall adhere to the necessary procedures related to dangerous goods before arriving at the port until their departure. The shipping agent shall also be accountable for any violations resulting from non-compliance with the relevant procedures. 101. Procedures The provisions of Article 23 relating to dangerous goods in this Regulation are subject to the procedures for handling dangerous goods in Saudi ports issued by the Authority and the competent entity, in accordance with the IMDG CODE, which outline the processes for handling dangerous goods from arrival to departure. This includes obligations of shipping agents for ships carrying dangerous goods, ports and docks service providers, port security and safety personnel, emergency procedures, and chemical materials lists approved by High Commission for Industrial Security (HCIS). Furthermore, they are subject to the security, safety, health, and environmental standards and related policies issued by the Authority and the competent entity. 102. General Safety Precautions on Ships that Enter the Saudi Ports and Carry Dangerous Goods During the loading, unloading, or transport of dangerous goods from ships anchored in the ports, the registered owner, shipping agent, captain of the ship, or the person in charge thereof shall ensure the following: 1. Ship’s readiness to leave the wharf in full capacity, if required, by virtue of immediate notice; 2. The presence of an officer responsible for ensuring that specified safety measures are taken, who remains on duty until replaced by an equally competent officer; 3.
