166. Cargo Safety 1. All cars and trailers shall abide by safety rules. 2. All tracked units shall be transported on a proper type of trailers. 3. The cargo carried on a trailer shall be protected against weather damage or theft. 4. All containers arriving or departing to and from ports shall carry a valid safety approval plate in accordance with CSC's requirements. 5. When packing cargo into containers at the origin or when transporting them on trucks, the safety procedures contained in the pilotage instructions of IMO and ILO in this regard shall be followed. 6. If the cargo owners, shipping agents, and shippers fail to comply with safety instructions, the relevant penalties and legal actions shall be taken against them for such violation. 167. Work Area Loading or unloading work is prohibited unless the following conditions are met: 1. Cargo holds are sufficiently open to allow easy cargo handling; 2. The number of hold workers is limited to the required numbers to avoid hindering movement; 3. Multiple sections of cargo holds used simultaneously are separated; 4. A clear and obstacle-free 1-meter path is maintained on all sides on the middle deck for opening and closing the hold hatches; 5. The hold hatches’ pillars and covers are securely fastened, whether mechanical or otherwise, to prevent accidental lifting or relocating. Wires or ropes shall not be used to secure hold hatch pillars or covers; and 6. The hold unfixed hatch covers are properly secured, especially if they are located near an open hold. 168. Unloading the Cargo 1. If platforms are needed for unloading any cargo, they shall be robust and durable. 2. These platforms’ dimensions shall provide the appropriate space for the cargo and for personnel to work. 3. The load capacity of hold hatches’ covers shall be verified before unloading and placing any heavy loads on them. 169. Safe Stowage of Cargo The supervisor shall check the condition and safety of cargo stowage before loading or unloading the cargo located next to or above them. If any cargo is at risk of rolling, sliding, or falling due to any adjacent cargo piles, the stowage shall be secured to prevent this.
