162. Passenger Ships To protect the lives and property of passengers, ship crews, and environment, the registered owner, the captain of the ship, or the shipping agent of any passenger ship on an international voyage (regardless of the ship age, size, number of passengers, or flag) entering a port governed by the provisions of this Regulation shall ensure that the ship carries original copies of its certificates (except for the document of conformity, under the International Safety Management (ISM) Code, of which a copy is acceptable) and any other required certificates, documents, or exemptions. Such documents and certificates shall be provided and made available at any time for review and verification by the port administration or its authorized representative delegated to carry out this task. Operating Regulation 163. Completion of Passenger Procedures The passenger terminals service provider shall: 1. make arrangements, in cooperation with the captain or agent of the ship carrying passengers, to complete entry or departure procedures efficiently, effectively, and quickly for the flow of passengers and their luggage, provided that there shall be double lanes; one for passengers and the other for luggage. If necessary, depending on the nature of the ship, the luggage is handled first and then the passengers disembark; 2. ensure that appropriate equipment is provided for loading, unloading, and transporting luggage; 3. provide waiting areas with ceilings prepared to receive passengers, until the completion of the relevant procedures by the competent government entities; and 4. make arrangements to ensure that passengers can easily identify and receive their luggage after inspection by the competent government entities. The port administration may issue special rules and instructions to complete procedures for ships carrying pilgrims with regard to pilgrims and their luggage. A circular shall be issued to that effect, provided that compliance with the requirements of IMO International Ship and Port Security Code is maintained. 6. The owner, captain, or agent of the ship carrying passengers to a port governed by the provisions of this Regulation shall take all appropriate measures that contribute to the safe arrival and departure of the ship and the completion of its procedures in accordance with the following: 6.1 Submit a prior letter to the port administration and the competent government entities, specifying the expected time of arrival, followed by information about any change to the expected time of arrival that may affect the inspection requirements with the specific voyage plan. 6.2 Provide documents related to the ship, passengers, and luggage, so that they are ready for quick review. 6.3 Assemble passengers correctly and safely, which facilitates smooth disembarkation and expedites completion of government procedures. 6.4 Adhere to any additional instructions and procedures that may be required by the ports. 7. The agent of the ship, which carries passengers who suffer from motor, auditory, or visual impairment, shall inform the port administration of the same in a sufficient time prior to the ship’s arrival. The agent shall also provide the necessary measures and equipment to ensure the safe embarking, disembarking, and transportation of those passengers, including luggage handling and inspection, at the expense of the ship.
