150. General Provisions
1. The cargo stowed within containers shall be well-organized and easily manageable. Stowage should be made on pallets
weighing (2) tons, maximum, each, or the cargo should be movable on wheels and suitable for unloading through the
container door or be ready for top-lifting in the case of open-top or flat rack containers. The service provider may request the
presence of the container owner, if difficulties arise during unloading for inspection or other reasons, while imposing the fees
outlined in the Seaport Fees and Charges Regulation due to additional effort, delays, and use of specialized equipment.
2. Steel structures may be loaded in open-top containers or flat rack containers, platforms, or open trailers. The cargo must be
unified, ready for handling, or equipped with lifting points for easy mechanical handling, The weight should not exceed the
approved weight capacity of the transporting and handling equipment.

151. Container Control System
1. The registered owner, container berth service provider, and agent involved in cargo transportation shall develop and maintain
a container control system. This system registers the location and movements of every container from the date of import. The
record should include the cargo owner's name, container code, date of delivery to land transport, and re-export date. This data
should be accessible when requested by the port.
2. On demand, registered owners or shipping agents shall provide the port administration with the following information related
to container handling operations:
2.1 The total number of containers discharged at the port;
2.2 The total number of containers departed the port for domestic delivery;
2.3 The total number of containers loaded onto ships at the port;
2.4 The total number of containers present at the port; and
2.5 A separate list indicating the number of containers present at the port for over (15) days, along with the complete
addresses of their owners.
3. Cargo owners shall request the shipper to fix the packaging list on the internal part of the container door at the origin terminal,
clearly detailing the goods and their quantities. The cargo owner shall maintain a copy of this list for customs examination.
4. Cargo owners shall ask the shippers to properly stow the cargo inside the container in a way that facilitates mechanical
handling, and it should be standardized on pallets. This requirement should be mentioned in the cargo approval documents,
and the weight of each pallet or unit must not exceed (2) tons.
5. Non-compliance with the terms stated in Paragraph (4) above will lead to the imposition of extra fees on each container that
does not meet the required conditions.
6. Shipping agents are also required to provide detailed information about any lost container, trailer, or any container whose
return or release is refused by the cargo owner.
7. If any changes occur to the container's condition as described above, the parties that caused such changes shall jointly provide
a report explaining the type of changes.
8. The shipping agents are responsible for the retrieval of any empty containers that belong to the shipping lines they represent
within the country. If a shipping agent stops representing a particular shipping line, their responsibility for the imported
containers belonging to such shipping line remains in effect until the new agent officially informs the port, in writing, that they
assume all responsibilities.
