177. Port Entry/Exit Permit 1. No person or vehicle may enter or exit the facilities supervised by the port administration, without a permit granted by the port administration and the competent entities. Shipping agents, clearing agents, merchants, and other authorized persons may enter the port or exist within the port boundaries using their own transportation vehicles at any time, provided that the logo of the company or the service provider is clearly displayed on the vehicle. When using personal vehicles to get to the worksite, they shall display port security-specific cards on the windshield. 3. All vehicles loaded with hazardous substances shall comply with the relevant instructions pre-defined in the provisions hereof upon entering the port. 178. Driving License Port’s personnel or any other person may not drive any forklift, truck, crane, tractor, or vehicle inside the port, unless they have a valid driving license in accordance with the laws issued by the Authority or the competent entity. 179. Vehicle License In accordance with the traffic laws in force in the relevant country, vehicles may not enter the port facilities without a valid license. 180. Vehicle Status 1. All transportation vehicles shall be operable, clean, and in good condition, as per the port safety and road traffic instructions. 2. All vehicles, cargo-handling equipment, and other mechanical equipment shall undergo inspection at least once a year to ensure their operability in terms of performance and safe use. 3. Vehicles, cranes, machines, and forklifts shall have their net and gross weight written on the outside part. They shall also display the periodic safety inspection label. 181. Traffic Regulations 1. When carrying out their job duties inside the port, car drivers of cars and other vehicles as well as pedestrians shall adhere to any instructions issued by the port administration or the competent entity. 2. Any driver or anyone who is in charge of road vehicles, equipment, or auto vehicles of any kind and any category shall enter or exit the port facilities in an orderly manner, following instructions, directions, and signals issued by the port administration. Operating Regulation 3. No person may drive any road vehicle or any kind of vehicles or machines in a dangerous or reckless manner inside the port facilities. 4. Each driver shall exercise extreme caution near vehicles carrying dangerous goods and/or vehicles displaying a red flag during day and a red-light during night. Small uncovered vehicles or any other uncovered vehicles shall not transport workers on roads within the port facilities. 6. Unsafe vehicles shall not be used for cargo transport. 7. A faulty crane shall not be lifted and moved within the port by another crane Instead, a suitable trailer shall be used. 8. The port administration has the right to determine the suitable speed limits for vehicles within the port boundaries. Any driver who exceeds the determined speeds shall be fined. 182. Stopping Cars and Parking Lots 1. Any person in charge of auto vehicles, any other kind of vehicles, or automatic equipment shall not leave it on a public street/road in a hazardous manner or in a way that may cause inconvenience or that may disturb the work of the port administration or the port users. Unattended vehicles or equipment shall be parked in designated safe areas. Vehicle and other mechanical equipment operators shall follow the instructions issued by the port or the competent entity. 3. Any road vehicle or any other equipment shall not be left within the restricted areas designated for fire extinguishers. 4. The port administration may designate any area or yard of its property to be utilized as parking lots. However, this shall not hold the port administration accountable for any loss or damage that may occur to vehicles, vehicle accessories, or cargo in these parking lots.
