1. A safety certificate shall be issued for the operation of railway assets or the provision of railway services upon satisfying the following: a) The infrastructure manager or the operator shall provide its own safety management system and any manuals required by the Authority to satisfy the safety requirements. b) The infrastructure manager or the operator shall submit a review report on the safety requirements prepared by an independent person to verify the adequacy and suitability of the safety management system. 2. The Authority may suspend the safety certificate if it finds that its holder no longer satisfies its requirements.
