If the seat of an elected board member becomes vacant due to any of the
reasons referred to in Article 17 of this Law, the Minister shall appoint the
nominee with the next highest votes. In the absence of such nominee, the
Minister shall appoint a member from among the chamber’s subscribers who
meets the requirements referred to in Article 16 of this Law for the remaining
term of the board. If the seat of a member appointed by the Minister becomes
vacant, the Minister shall appoint a replacement.
