The first deputy of the chairman of a chamber shall act on behalf of the
chairman and shall have the powers to carry out the chairman’s duties in case
of his absence or loss of board membership, in accordance with Article 17 of
this Law. In the absence of the chairman and his first deputy or loss of their
board membership, the second deputy shall act as the chairman of the
chamber.
