190. Non-Placement of Any Equipment on the Wharf 1. Placing boats, masts, anchors, cables, fishing gear, cargo timbers, boxes, or other ship-related equipment on the wharf is prohibited without a written permission from the port administration. 2. Throwing, pumping, or discharging any waste into the waters of the port or its waterways is prohibited. 3. Throwing, pumping, or discharging any waste, plastic products, litter, petroleum derivatives, or oil residues on the port’s docks waterways is prohibited. 191. Non-Placement of Obstacles on the Wharf 1. If goods accumulate on the wharf and obstruct operations, specialists, loading/unloading service providers shall be consulted to suspend or reduce the loading/unloading rate. 2. All ships loading and unloading workers shall take all measures to ensure that the wharfs remain free of obstructions while conducting such activities. 192. Preventing the Disposal of Ship Wastes in the Port 1. Captain of the ship shall ensure that no ship waste or water is discharged onto the wharf or the port water and waterways. 2. Wastewater discharge arising from EGC-scrubber system, as stated in 1973 MARPOL Convention - Annex VI, as amended, is prohibited to reduce carbon emissions from ships. This serves as an alternative to using low-Sulphur fuel on ships operating with open circuit. It is only permitted to use the closed circuit (i.e. Wastewater is pumped into the tanks inside the ship with a closed circuit and is not allowed to be discharged into the port water using the open circuit). The captain of the ship shall ensure that there is no water or oil leakage, and ensure that all other valves, pipes, and exits of the ship are in good condition. If the captain of the ship violates the aforementioned Paragraphs, they shall be liable for the cost incurred by the port administration or the wharf service provider, and shall take any corrective measures as a result of the breach of this Clause. 193. Wastes, leakage and Spills 1. During loading and unloading operations, no one shall cause or permit pollution of port facilities or the leakage/seeping of cargo residues, including, but not limited to, broken parts, boxes, cans, papers, carton wastes, ropes, and any other wastes resulting from cargo removal. 2. The service provider is responsible for removing such spills and residues and disinfecting wharfs and port facilities. 3. If spills, residues, and wastes are not cleaned properly, the service provider shall clean and remove the them according to the port’s requirements and bear all associated costs. 4. Dumping waste from loading and unloading equipment or general vehicles is prohibited.
