1. As per the legal procedures, the Authority or the port administrations may suspend any ship proven to have caused any material or environmental damage or to have violated maritime inspection procedures. The ship shall not leave until its shipping agent provides the necessary bank guarantees of the value of such damage on behalf of ship owners or operators and completes all necessary legal procedures. 2. The shipping agent shall provide the guarantees required by the port administration for services provided to ships under their agency during marine emergencies. 3. Ship owners wishing to change their shipping agents shall submit documents proving settlement of all dues to the current shipping agent or any other dues payable to the Authority, port administrations, or relevant entities before appointing a new shipping agent. 4. The shipping agent may delegate another shipping agent licensed at the port to perform certain work after obtaining written approval from the Authority or the port administrations. The primary shipping agent shall bear all administrative and financial responsibilities towards the relevant entities.
