1. A person may not engage in any road transport activity without obtaining a license. The
Regulations shall specify the procedures, conditions, and requirements necessary for license
issuance and duration.
2. The prohibition provided for in paragraph (1) of this Article shall include acts that precede
engaging in road transport activities, such as soliciting, calling, pestering, or intercepting
passengers, or gathering or wandering in areas where passengers are present for the purpose of
soliciting them.
