1. A license may not be assigned to another person without the Authority's approval. The Regulations
shall specify the controls and procedures for obtaining such approval.
2. A vehicle may not be operated in other than the activity it is licensed for, except in cases so
requiring and on a temporary basis, as specified in the Regulations.
