The following terms and phrases shall have the meaning assigned thereto, unless the context requires otherwise: Authority: Saudi Ports Authority. Board: Authority’s Board of Directors. President: President of the Authority. Regulations: Implementing Regulations of the international conventions and treaties issued by the Transport General Authority (“TGA”). Regulation: Operating Regulation. Competent Entity: Any government and non-government entity, operating in the port and responsible for fulfilling the requirements of this Regulation. Person: Natural and legal persons. Port Administration: The supervising body responsible for all actions and procedures within the Port Boundaries. Port User: The natural or legal person that benefits from the port services. Service Provider: A natural or legal person entrusted, appointed, or licensed by the Authority or the competent entity or with whom a contract is concluded with the Authority to provide services, or whose mission requires performing work for the Port in accordance with this Regulation, provided that such person shall be qualified to provide such services. KSA Waters: KSA territorial waters and all its internal waters and economic zones, in accordance with the definition set forth in the United Nations Convention on the Law of the Sea. Marine Accident Investigation Office (Transport Authority): The office responsible for following up, organizing, and coordinating the work of marine accident and incident investigation teams and supporting technical committees. Ports: All KSA seaports, except military ports. Port: The offshore and onshore areas under the control of the Port Administration, including all Port facilities, entrances, and anchorages located within the Port boundaries. Port Boundaries: The offshore and onshore areas that are controlled by the Port Administration, delineated by specific coordinates that include the water area located between a specific longitude and latitude, as the Authority deems appropriate.
