This Regulation shall be applied in Saudi ports affiliated with the Authority, and its provisions, articles, and clauses apply to
everyone who uses, deals with, or benefits from the ports, including, but not limited to, all ships, vehicles, goods, shipping
agents, companies, institutions, and individuals.
