32. Application The terms and conditions of this Article shall apply to all ships within the Kingdom territorial waters and all its ports except for military ports. 33. General Rules for Safety of Sailing in the Port Area 1. All ships located in the port area, whether for purposes of arrival, departure, waiting in the anchorage area, or transit, shall comply with the rules and laws of the Convention on the International Regulations for Preventing Collisions at Sea (COLREG/1972) and all navigation procedures ensuring maritime safety in the port area. 2. Any act that may endanger life or property within the port area shall be prohibited. 3. The captain of the ship or any person in control or responsible for the ship shall abide by these rules. 4. The maritime pilot shall be responsible for providing advice and pilotage to the captain of the ship to be able to abide by these rules. 34. Ship Traffic Organization 1. The traffic area is the area specified by the port administration and shown in the nautical charts of the port area. 2. All ships shall abide by the rules issued by port administration regarding the organization of traffic within the port area. No ship may be allowed to move until contacting the port's maritime watchtower that organizes and directs the navigation traffic of ships arriving or departing the port area. 3. Permission to enter, depart, or move within the port shall be given only through the port's maritime watchtower. 4. Instructions shall be issued to ships to use specific radio frequencies in their communications with the port or other ships. 35. Ships’ Draught and Ballast 1. Ships shall not enter the port unless their draught meets the requirements of safe maneuvers, and that they are in a safe ballast state, ensuring the safety of the ship and port facilities. 2. The port administration or the competent entity may prohibit the entry of any ship that does not comply with the minimum standards of the international maritime safety. 3. The port administration or the competent entity may prohibit the entry of any ship carrying a load exceeding the one permitted under the International Tonnage Certificate (1969).
