Presence of the Captain of the Ship and its Crew on Shipboard 52. Duties of the captain of the ship upon completing the ship's mooring to the wharf, dock, or anchor 1. Upon mooring the ship at the wharf, dock, or anchor, the captain of the ship or a qualified representative shall be present along with sufficient crew for regular ship operations. 2. The captain of the ship shall maintain the ship’s readiness for rapid movement at all times. 3. The captain of the ship shall instruct the crew to adhere to the codes of conduct while the ship is in port and to abide by all instructions issued by the watchtower. 4. The captain of the ship and all maritime officers shall wear the appropriate uniforms displaying their ranks and positions. 5. If a dispute arises between the captain of the ship and the crew on the shipboard, or any crewmember commits an act that constitutes an offense, the captain of the ship or the shipping agent shall refer the matter to the port administration or the competent entities. Operating Regulation 6. The captain of the ship shall be responsible for any damage caused by his ship, crew, or any of its workers to the port's properties or others’ properties. The port administration has the right to detain the ship that caused damage to public properties until compensation for the damage is secured or appropriate financial guarantees are provided by the shipping agent.
