58. Required Permits for Diving Diving or underwater inspection work shall not be performed within the port boundaries unless the necessary permits are obtained from the port administration for a specific purpose. 59. Divers Qualifications 1. The diver shall hold a professional certificate from an accredited and recognized diving institute or center, demonstrating their eligibility to practice such work. 2. To maintain the validity of their certification, professional divers shall dive at least twenty hours (20 hours) annually, completing forty (40) dives of thirty (30) minutes each. Operating Regulation 60. Divers Health Requirements 1. All divers must undergo a mandatory medical examination every six months to ensure their fitness for underwater work (the certificate of fitness shall specify the maximum depth the diver can tolerate). 2. No diver may be assigned to assume underwater work if the date of their last medical examination is over six months old. 3. The port's maritime operations and safety department shall verify the diving safety rules when assigning medically qualified divers to underwater work. 4. To address potential diving accidents, the port administration shall ensure availability of medical advice and proper treatment, when necessary, without delay. 61. Divers' Safety Precautions 1. The maritime watchtower shall be notified before and after each dive. 2. The diving team shall consist of four members or multiples thereof, so that two members dive and the third remains in the ship ready to dive and assist. The said three divers shall be led by a team leader who possesses professional qualifications and meets the medical requirements referred to in Paragraph (1) of Clause 60. 3. The senior diver shall be responsible for determining the number of divers needed to conduct a particular underwater work. In any way, a minimum of one team shall be assigned to work underwater. 4. The diving service provider shall ensure that diving equipment is regularly inspected and maintained, a safe operating system is in place, and divers undergo medical fitness examinations. 62. Diving Equipment The senior diver shall check all diving equipment regularly and before each dive. Such equipment shall be rechecked independently by the team leader or divers who will conduct the required underwater work. 63. Communications Divers conducting underwater work shall ensure that: 1. before diving, they are tied to the safety rope and connected to the signal line, and all team members agree on the emergency procedures and signals; and 2. high-quality wireless communication devices are used during the dive. 64. Diving Permits Diving permits shall be issued after confirmation of safe conditions for underwater diving by the port's maritime operations and safety department, the harbor captain, and the senior diver responsible for the technical aspect of diving.
