Normal operating range: Transmission-connected facilities, 110-380 kV
The BESS facility shall be capable of providing the specified frequency
response to stabilize the Grid System frequency. The BESS facility shall be
equipped with the frequency control droop settings. The default settings for
Droop that will range between 2% to 8%, shall be agreed upon between
the TSP and the Generator. The nominal droop settings is shown in Figure
2.4 below.
During low/high frequency operating conditions, BESS shall be able to
provide mandatory, instantaneous Active Power response to support, as
agreed with the TSP, the frequency following droop settings. The action
taken by the BESS will depend on whether it is in charging or discharging
mode.

(i)
Low Frequency
(a)
In charging mode, the BESS shall reduce demand and change
to discharge mode. If the System frequency still drops, the
BESS shall stay connected until the protection is disconnecting
the BESS.
(b)
In discharging mode, no decrease in output shall occur. The
BESS shall continue discharging and respond according to the
agreed droop settings. If the System frequency still drops, the
BESS shall stay connected until the protection is disconnecting
the BESS or if the BESS discharging level reaches an agreed
level according to the relevant System Services Agreement.

High Frequency
(a)
In charging mode, no decrease in Demand shall occur. The
BESS shall continue charging and respond according to the
agreed droop settings. If the System frequency still increases,
the BESS shall stay connected until the protection is
disconnecting the BESS or if the BESS charging level reaches
an agreed level according to the relevant System Services
Agreement.
(b)
In discharging mode, the BESS shall gradually reduce output
and change to charging mode. If the System frequency still
increases, the BESS shall stay connected until the protection
is disconnecting the BESS or if the BESS charging level
reaches an agreed level according to the relevant System
Services Agreement.
